The Recruiting & Learning & Development Specialist is responsible for managing full-cycle recruitment and building organizational capability through employee training and development. This role partners with leaders to attract and hire top talent, while also creating and facilitating learning programs that strengthen skills, support career growth, and reinforce the companys culture.

The Recruiting & Learning & Development Specialist is responsible for managing full-cycle recruitment and building organizational capability through employee training and development. This role partners with leaders to attract and hire top talent, while also creating and facilitating learning programs that strengthen skills, support career growth, and reinforce the companys culture.
Essential Functions Recruitment & Talent Acquisition - Partner with hiring managers to define role requirements, competencies, and success profiles.
- Manage end-to-end recruitment activities, including job postings, sourcing, screening, interviewing, and offer coordination.
- Build and maintain candidate pipelines through proactive outreach, networking, and use of job boards and professional platforms.
- Deliver a positive and consistent candidate experience throughout the hiring process.
- Track and report on recruitment metrics such as time-to-fill, quality of hire, and candidate pipeline effectiveness.
- Collaborate with HR team members on workforce planning and staffing priorities.
Learning & Development - Assess training needs through collaboration with leaders, employee feedback, and performance trends.
- Design, coordinate, and deliver learning programs, including onboarding, compliance training, leadership skills, and professional development.
- Support implementation of the companys performance and growth planning initiatives, including 1:1s and annual development plans.
- Measure training effectiveness and make recommendations for program enhancements.
- Manage training records, schedules, and learning resources to ensure accessibility and compliance.
- Facilitate a culture of continuous learning by promoting development opportunities across the organization.
- Participate in new hire onboarding
- Backup to HR Generalist for benefits/payroll

Supervisory Responsibility This position has no direct supervisory responsibilities, but does serve as a coach and mentor for others in the organization.
Work Environment This job operates in a professional office environment with the opportunity to work a hybrid remote schedule. This role routinely uses standard office equipment such as laptop computers, photocopiers and smartphones.

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
Position Type/Expected Hours of Work This is a full-time position. Days and hours of work are generally Monday through Friday, during day shift hours. Occasional evening and weekend work may be required as job duties demand.
Travel Occasional travel less than 20% may be required for this position as necessary to provide trainings or participate in recruitment events in KY, TN or PA.
Required Education And Experience - Bachelors degree in Human Resources, Business Administration, Organizational Development, or a related field; equivalent professional experience will be considered in lieu of a degree.
- 24 years of professional experience in recruiting and/or learning & development; experience handling both functions preferred.
- Knowledge of recruitment best practices and employment laws.
- Experience with instructional design and delivery of employee training programs.
- Strong communication, facilitation, and organizational skills.
- Proficiency with applicant tracking systems (ATS), HRIS platforms, and/or learning management systems (LMS).
